This character is called "Foody ", came from Jinsung, a Korea company in YR2003. There has been some flash videos created for this character, along with many marketing merchandise. I am sad that this company and its character did not survive in the market for long. As I am still a student then, there is a financial restraints to my collection.
Thank you for posting this! I found a Foody plush today at a dollar store and I bought it unknowing the mysterious history behind it and how rare it might actually be. It's a shame there isn't much documented information about Jinsung and Foody.
